A Fragmented Workforce, a Fixed Standard for Safety

Construction sites bring together an enormous churn of people — direct employees, subcontractors, agency labour, specialist trades — often changing week to week, sometimes day to day. Yet the safety requirement doesn’t flex with that churn: everyone on site performing a task needs to hold the right, current competency for it, whether that’s a CSCS card, a specific plant operator ticket, working-at-height authorisation, or a confined space certificate.

The result is one of the widest gaps in any industry between what’s required on paper and what’s actually verified at the gate.

Where the Risk Concentrates

  • High workforce churn outpaces manual verification. When a project can have dozens of subcontractors and hundreds of individual workers rotating through, checking every card and certificate manually at induction doesn’t scale — and gaps get missed under time pressure.
  • Multi-tier subcontracting obscures accountability. A worker three tiers down a subcontract chain may never be checked against the principal contractor’s actual competency requirements unless there’s a system designed to do it.
  • High-risk activities carry disproportionate consequences. Falls from height, excavation collapse, and plant/vehicle interactions remain leading causes of serious injury and fatality in construction — and nearly all trace back to either an equipment failure or a competency gap at the point of task assignment.
  • Site-specific inductions and requirements vary. A worker competent for one site’s requirements isn’t automatically cleared for another’s — different hazards, different permits, different local rules.

What Regulators Expect

Regulators such as the HSE (and equivalents internationally) increasingly expect principal contractors to demonstrate active oversight of competency across the entire supply chain on site — not just their direct employees. Following a serious incident, “the subcontractor was supposed to check that” is not a defence that holds up well under investigation.
