Police services invest significantly in developing their officers. But the systems used to evidence that development rarely survive contact with the career that follows. eSQEP changes that, following every officer from student constable to senior rank, on a single, unbroken record.

The record gets built. Then it gets abandoned.

Police services have made significant investment in the degree apprenticeship route — the PCDA and DHEP programmes bring structure and rigour to officer development. Student officers build portfolios, get signed off, complete their probation. 

And then the record effectively starts again somewhere else. 

The career competency piece — specialist roles, promoted ranks, behavioural frameworks — gets managed separately, with no connection to the development record built during training. The result is a workforce where individual development is poorly evidenced, specialist role currency is hard to track, and L&D has limited real-time visibility of where people actually are. 

The symptoms are familiar: 

  • Student officer portfolios built on ePortfolio tools that are discarded at the end of probation — years of evidenced development, gone 
  • Supervisor and tutor constable sign-offs with no lasting, structured audit trail 
  • No visibility of competency gaps across cohorts — L&D flying blind on who is ready and who needs support 
  • Career competency managed in silos — specialist roles, promoted ranks and behavioural frameworks held separately, with no connection to the officer’s training record 
  • Promotion and specialist deployment decisions made without a complete, evidenced picture of the individual’s competency profile 

Completing training is not the same as demonstrating competence.

SQEP, Suitably Qualified and Experienced Person, is the standard that defines whether someone is genuinely ready for their role. In policing, that means demonstrating learning, application and behaviour, not just completing a training module. 

The College of Policing’s Competency and Values Framework sets out what that looks like at every level. eSQEP maps directly to it. 

Whether an officer joins via the Police Constable Degree Apprenticeship or the Degree Holder Entry Programme, the question L&D needs to be able to answer, at any point in that officer’s career, is simple: 

“Is this officer SQEP ready for this role, right now and can we prove it?”

eSQEP is designed to follow an officer from their first day through the full arc of their career. The same platform. The same record. The same audit trail, with the framework and role requirements evolving as the officer does.

Student Officer — PCDA / DHEP The record begins here. And it never restarts. 

From day one of the degree apprenticeship, the officer’s competency record is being built in eSQEP. Training completions, tutor constable interactions, assessed sign-offs — all captured in a single, structured record that belongs to the officer’s career, not just their probation. 

No more ePortfolio tools that get discarded. No more evidence that disappears when probation ends. 

Probation Sign-Off — Year 2 Completion Evidenced, auditable, traceable. 

The probation sign-off is a significant moment. In eSQEP, it’s treated as one. The tutor constable or supervisor is assigned as assessor — the workflow routes to them directly. Every sign-off is timestamped, versioned and retained permanently as part of the officer’s record. Not a paper form in a filing cabinet. A permanent, auditable record. 

Career Development — Ongoing Competency Maintenance The probation record becomes the foundation. Not the finish line. 

Once probation is complete, the record doesn’t get archived — it becomes the base from which career development is tracked. Ongoing behavioural competency reviews, learning completions and application evidence continue to build in the same place. L&D has a live picture of every officer’s development — not just the cohort currently in training. 

Specialist Roles & Promotion New roles. New requirements. Same record. 

As officers move into specialist functions or seek promotion, new role profiles and competency requirements are added to their existing record. Currency tracking, re-assessment dates and gap analysis work the same way at sergeant level as they did on day one. No new system. No fresh start. No broken chain of evidence. 

Third-party assessment — built in, not bolted on.

Most platforms assume people assess themselves. eSQEP doesn’t. The tutor constable, development coach or line supervisor is assigned as the assessor. The workflow routes to them directly — not the other way round. 

Every sign-off is timestamped, versioned and available without a paper chase. Assessments carry expiry dates. Nothing self-certified. Nothing slipping through. 

And assessors are assessed too. In eSQEP, the assessor’s own competency records are held in the same platform. Their qualification to assess is current, evidenced and auditable. Because the integrity of an officer’s competency record depends on the integrity of the person who validated it. 

Already live with the Metropolitan Police Service.

eSQEP is already operating within the Metropolitan Police Service as the operational evaluation layer, providing end-to-end training effectiveness and competency assurance insights across the force.
