- SQEP requirements are task-specific, not role-generic. “Qualified” in nuclear almost always means qualified for a defined scope of work, with defined currency periods. A spreadsheet tracking “completed training” doesn’t capture this level of granularity — and regulators know it.
- Long asset lifecycles outlast careers. A reactor or fuel facility may operate for 40–60 years. The people who commissioned it are long retired by the time it’s decommissioned. Competency has to be actively transferred and re-verified across generations of the workforce, not assumed to persist.
- Contractors and specialist outages. Planned outages bring in large contractor populations for short, intense windows. Verifying every one of them is SQEP for their specific task, before they’re on the critical path, is an operational bottleneck if done manually.
