Transforming Training Into Competency Assurance With eSQEP

Client Overview

The Metropolitan Police Service (MPS) runs one of the UK’s largest and most complex police training programmes. Each year, multiple cohorts of student officers begin a two-year learning journey, progressing into frontline roles such as Police Officer, Detective and Specialist functions. Ensuring these students are not just trained, but competent in role, is critical to public safety and operational readiness. 

In high accountability environments like policing, skills alone are not enough. The Met needed a way to bring together knowledge, skills, behaviours and real world performance into a single, trusted system, allowing them to understand who is genuinely ready to deploy safely and effectively. 

The Challenge

The Met’s training and competency processes were dispersed across multiple systems and manual workflows:

  • – Training sat in an LMS.
  • – Competency assessments were not systemised, tracked manually across spreadsheets, disparate documents, and individual assessors.
  • – Behavioural performance, a key part of policing competence, wasn’t being captured or tracked in any meaningful way.
  • – Leaders had no single, strategic view across cohorts to understand:
  • – who was competent,
  • – how students were progressing,
  • – and where risks or gaps were emerging.

This created fragmentation, inconsistency and difficulty making confident decisions about student readiness.

More broadly, the Met faced the same challenge many public safety organisations encounter: Training tells you what people have been exposed to; competency tells you what they can actually do.
They needed a way to validate real capability rather than rely solely on training completion or knowledge recall.

Requirements

The Met needed a single system that could: 

  • – Connect training, assessment, behaviours and competency into one clear view. 
  • – Support a structured two year student programme. 
  • – Enable assessors to record real evidence of performance. 
  • – Track behavioural indicators alongside skills and knowledge. 
  • – Provide leadership with real time visibility across all cohorts. 
  • – Remove manual processes and risks associated with inconsistent assessment.

In short: They needed a competency assurance platform, not another training tool. 

The Solution: eSQEP

SQEPtech deployed eSQEP, bringing all training aligned competency assessments into one integrated platform. 

The system now enables the Met to: 

  • – Map training outcomes to competency frameworks for each discipline. 
  • – Carry out three structured competency assessments during Year One. 
  • – Record real time assessor judgments, including RAG ratings. 
  • – Assess students in live scenarios (“Street View” style), capturing how they perform under realistic conditions. 
  • – Track behaviour change and link behaviours to competence, something the Met previously could not do. 
  • – Provide a full two year competency view for each student, supporting confident deployment decisions.

What changed wasn’t just the process, it was the quality of assurance

eSQEP delivered:

  • – Consistent, auditable assessments across cohorts 
  • – Real world evidence capture, not just training records 
  • – Confidence for supervisors making deployment decisions 
  • – Alignment to public safety and policing standards

This is the shift from training completion to proven, validated competence

Impact

The Met now has:

    • Full strategic visibility 

    Leadership can see performance, progression and competency across entire cohorts. 

    • Competence validated through real performance, not memory recall 

    Students are assessed on what they can actually do, not what they remember. 

    • Behavioural insight that drives real readiness 

    Assessors can track behaviour patterns and see how they influence operational competence. 

    • A consistent and defensible assurance model 

    Vital in high accountability policing environments. 

    • A scalable framework 

    The approach has worked so well that the Met is expanding its subscription: 

  • – September cohort implemented 
  • – October cohort implemented 
  • – November cohort rolling out 
  • – Additional cohorts and units planned

They have not yet rolled out eSQEP across the full Met, but this early success is shaping a much wider strategic transformation. 

Beyond immediate improvements, eSQEP has positioned the Met to: 

  • – Reduce operational risk 
  • – Improve student support and early intervention 
  • – Standardise expectations across large, diverse cohorts 
  • – Strengthen governance and audit readiness 
  • – Build long-term organisational capability and confidence

Conclusion

Through eSQEP, the Metropolitan Police has moved from fragmented, manual assessment to real time, evidence-based competency assurance. They now understand with clarity and confidence who is ready for frontline policing and why.
